Restraint and Seclusion

Gain better understanding of this hot topic. Students with disabilities make up 70% of students who are subject to restraint and seclusion in schools. Often these children are between six and 10 years of age. There is no evidence to support that restraint and seclusion is effective in reducing problem behavior. In addition, this practice has resulted in serious injury to children and youth. It is vital that schools are safe and have healthy environments where all students can learn, develop, and participate in programs that promote high levels of academic achievement.

On January 15, 2013, the Ohio State Board of Education approved the policy on Positive Behavior Interventions and Support (PBIS) and Restraint and Seclusion. On April 9, 2013, the Ohio State Board of Education approved Rule 3301-35-15, standards for the implementation of PBIS and the use of restraint and seclusion. More information here.

The U.S. Department of Education has issued a new publication, Restraint and Seclusion: Resource Document. It outlines 15 principles for educators, parents, school districts and others to consider when developing policies and procedures to support positive behavioral interventions and avoid the use of restraint and seclusion.
